Hyacinth Bernard Wenceslaus Morgan graduated MBChB from the University of Glasgow in 1909. He became a Labour MP and medical specialist on industrial diseases.

Morgan was born at St George's, Grenada in 1885, son of Leo Francis, whose occupation he noted as gentleman. His brother, Lawrence Sebastian, was also a Medical graduate of the University in 1914. Morgan was educated in Grenada and joined the Civil Service for a brief period before enrolling at the University of Glasgow in 1904.

During his time at the University, Morgan was awarded a host of prizes, totaling 11 First Class Certificates, two Second Class Certificates, a Commendation Certificate, two Bursaries and a Medal. The first bursary, the Lorimer, was awarded to Morgan in 1905, for , and in 1907, he obtained the Mackintosh bursary for the Insanity class of lecturer Landel R. Oswald. He was also awarded the Cullen medal in 1906/07 for Materia Medica and Therapeutics under Professor Ralph Stockman.

Upon graduation in 1909, Morgan obtained the McCunn medical research scholarship for 1909-10, and obtained the Diploma of Public Health in 1914.

His medical career saw him serve in the Royal Army Medical Corps during the First World War in France and later England. He is listed on the University's WWI Roll of Honour. Morgan then went on to open general practices in London, and became a consultant on industrial diseases to the General Council of the Trades Union Congress from 1933.

Morgan's political career can be traced back to his time at the University when, in-between study, Morgan is reputed to have joined the Glasgow Fabian Society and the students' Irish Nationalist Club when Irish home rule, supported by the Liberal government from 1905, was much in contention. His socialist views continued in his political career as a Labour MP. Morgan was first elected as Labour MP for Camberwell North West in 1929 (to 1931), and for Rochdale from 1940 to 1950, and finally for Warrington from 1950 to 1955.
